WebArtz Story Writing & Treasure Hunt Contest Winner

We have an HTML page which we intend to allow people to vote from a radio button list and their votes will be processed into a rating of 1 to 5 stars. I have tried using HTML, but I think that you have to make another page for the votes to be processed. What I am asking is it easier to create this system in php rather than HTML?
