So that when i put the cursor over it the "iadverts" text shows up and when i move it away the text is gone?

Can you provide a link to your forum?
What exactly the black bar is? Is it the category title?

Add it to Admin CP > Display > Colors > CSS.
Paste it at the end of all the codes, if there are any.
