It requires lots of HTML and CSS coding. Thats it.

It is not portal, on that site they have created a custom HTML page and set it as homepage.

Pinks, you can search google for free website templates. There are many sites that provide ready-to-use templates.

Yes, you can use template on forumotion. You just have to create a new HTML page, copy the HTML and CSS codes in it. Also upload he images provided with the template and link hem to the page.
