Watch their tutorials. It is really easy to do.

I mean that is the easy option but if you really want to you can do it yourself by learning CSS & HTML.

True but if do that then it is a one time deal. If he learns it he can do it when ever he wants or the program can code for him.

First call of order:

Read this until you know it like Spanish Smile
http://www.w3schools.com/html/default.asp

Same for this too...
http://www.w3schools.com/css/default.asp

Then look at PSD to HTML Wink
http://net.tutsplus.com/tutorials/site-builds/from-psd-to-html-building-a-set-of-website-designs-step-by-step/

We can't explain to you step by step on every bit of code, we would be here for months. You better off learning the essentials then doing it by yourself. HTML and CSS is not that hard, when you have got a good knowledge of both CSS and HTML you can then move onto Javascript then when you know that well you can go onto PHP & SQL.

If there is something you are stuck on in learning give me a PM and I'll be happy to help, but please try first before you start spamming my inbox Razz , the members round here will tell you that I do not just give out source code or give you the answer on a plate as I don't think it is very helpful. It's far better to learn what you are trying to achive so in the future you know you are going to be able to do it again.

I also reccomend you get yourself a free source code editor like Notepad++ or you could download the demo of Dreamweaver. The reason for this is, I leared to code in just notepad and I know it can be difficult.
