My site already ranks well in the search engines do I still need a link building campaign? What criteria should I follow when choosing a potential site for a link?

I don't know about the first part of your question but for the second part just put your sight out there for directories like Digg or del.ico.us. Article and news sites tend to rank highly and send relevant traffic.

I spend about a hour a day advestise my website for the last 4/5 years & i'm still doing it, if you want a big forum & website it one of these things you got to do all the time,

I've setted up a facebook page & A couple of normal accounts (with over 30,000 friends & likes), twtter page (i got 1000 people following me at the moment), youtube account (i got around 4000 friends on that) and i have just added a Link Directory to my website..

Do start a campaign as such; go for occasional link building. Pick quality websites relevant to your theme.

Yes, you should continue link building campaign. As your site in good rank in the search engine now you need to spend few times on building links to maintain those ranks. You should follow some techniques to manage your ranking like: Directory submission, Link Wheel, Press Release, Classified Ads, Forum Posting, Blog Commenting and Social Bookmarking, blogging etc…. These techniques have helped you to get relevant traffic and high rank.

Just Do not over do for your website or go too quick with linking - the search engines and other looks will reprimand weblink contractors. Create the development seem as organic as possible. Also position will not develop instantly - could take several weeks before seeing any actual outcomes.
