If you want it to appear in the circles you should template edit.
General admin. -> overall_header_new

And just place the drop down menu code, on each site of the navigation bar:
<li>{GENERATED_NAV_BAR}</li>

His site is phpbb3, so he can't template edit Crying or Very sad

You could do it with absolute CSS positioning, but since your site has so many random changes with the banner and everything, the menu won't be in the circles.
It will only appear (near) the circles.
