Err, thats bbcode that you are using. It won't work in the html page unless you convert the code to html.

Here is the converted html.
Code:
<table style="border: 1px solid blue;" width="100%"><tr style="background: rgb(24, 162, 242) url(http://i69.servimg.com/u/f69/14/79/01/84/1-1110.png) no-repeat scroll left top; -moz-background-clip: border; -moz-background-origin: padding; -moz-background-inline-policy: continuous; height: 110px;"><td align="left" style="padding: 15px; text-align: center; font-weight: bold; font-size: 20px;"><font color="white"> Site Rules
</font></td></tr><tr style="background: rgb(211, 179, 103) none repeat scroll 0% 0%; -moz-background-clip: border; -moz-background-origin: padding; -moz-background-inline-policy: continuous;"><td align="left" style="padding: 5px;">

<span style="font-size: 24px; line-height: normal">Coming Soon!</span>
</td></tr></table>

Okay, green = brown? confused.

http://html-color-codes.info/

You can just enter the codes & get the RGB values, which you can edit in the html code.
