How can i create something like Webartz Profile look? meaning that when people clicking on your name to view your profile. And the rules section? I am using phpbb3.

We don't prefer to give away the rules page code.
The profile, I don't understand what exactly you are asking here?

To make your profiles page look like webartz go to
Admin Panel>Users & Groups>Under Users click Profiles> Click the General options tab>
On Activate Advanced profile Click (No) then Save.
