You can do it by claim a content to the top, and then style that content.

There are also other ways to do it, but I'll suggest this.

If you can template edit, then you can claim the login box to the top, or do it by CSS.

That code ani gaves your will float in the top of the page, and if you post it into a widget there only are viewable for guests, should there be a registration nar in the top, but only for guests. If you understand what I mean. (:

Like UD said, you need to create a widget but the bar will be floating on top, it won't show up in a widget.
